We cannot access and edit metadata and we cannot add anything to the <header> section of any WordPress.COM hosted sites. We do not have cPanels.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/

WordPress.COM users have code restrictions. No JavaScript, no form codes, except these https://en.support.wordpress.com/forms/contact-form https://en.support.wordpress.com/forms/, no tracking codes, no advertising codes, and no unsupported embeds of unsupported iframes can be used on any wordpress.COM hosted sites.

@csunil1984, when you say GTM, are you talking about a map? If so, have a look at our Google Map support page and see if that will work for you.

@timethief, I’m not sure they are talking about maps, but given a Google search, it seems they are probably talking about maps. Not sure if the Google solution will work for them or not. :)
