I believe it is not possible to add your own meta tags to a WordPress.com site. Advanced plans will let you customize the CSS, but not the header code.

The meta tags should be written in the <header> above the <body>. This does not exist in the pages. I guest because the pages are overlayed on the theme and that is were the headers are found. I remember a long time ago that meta tags for search engine enabling was (advised to be ) written in all pages of a web site.
1. Inserting meta tags is available in the premium and prof. plan
2. Inserting into CSS headers- is it searchable, in the correct place?
3. Is the theme header accessable via advanced custom design?I did a ranking analysis and this was one of the important things to do.
