Adding a link to another blog

1. How do I add a link to another blog on wordpress so that the other person gets a pingback or notification?
I added the websites hosting the blogs by using insert from URL in a post but that didn't create a notification or pingback to that site.
The post I am referring to is:

The blog I need help with is

2. By default all blogs are already set up to automatically send out pingbacks. See the image here so you can check to be sure that you have not disabled the default settings.

3. If you do not know how to create l;inks in posts or pages please read what follows.

All support documentation is found here
This is the guide for creating links in posts and pages:

This is the general link model:
Highlighted anchor text here
This is the visual result - it's not actually linked.
Highlighted anchor text here

1. Enter the anchor text you want to link to first.
2. Then use your mouse to highlight that anchor text. (If you don't highlight the anchor text the chain icon will remain grayed out and not be useable.)
3. Next click the chain icon in the editor and proceed to create the link.

4. Thank you for your answer. I added the links successfully as you can see in the post. However the blogs that I linked to did not receive a pingback or notification. I checked my pingbacks are enabled for this post.

5. It's very possible that those bloggers have disabled pingbacks.

6. I tried to check with one of my posts. I added a link to my own blog (homepage) but I didn't get a pingback either. Is it because pingbacks are only enabled for posts and not for the homepage?

7. Yes. Neither comments nor pingbacks show up on the main blog page.

8. Ok I figured out another way to do this. I put a link to their About page and this way they received notifications.
