Twenty Eleven is a responsive width theme. http://theme.wordpress.com/themes/features/responsive-width/Responsive width means the layout adapts depending on the size of the device being used to view your site. When responsive width themes are viewed on mobiles sidebars appear below the posts in order to provide as much space as possible for reading.

That means you ought to disable the mobile theme which you cannot edit here > Appearance > Mobile because the theme is a responsive width theme.

Both fluid and responsive web design layouts are designed to adjust automatically for different screen sizes. So in that regard, they are very similar.

A responsive layout means that the theme has been designed with mobile use in mind and details of the layout might adjust or move around depending on the viewer’s screen width.

A separate option at WordPress.com, as timethief mentioned, is to use the mobile theme itself (which is a completely separate theme just shown to mobile viewers).

In your case, for Twenty Eleven, either sticking with the standard Twenty Eleven or selecting the mobile theme in Appearance -> Mobile will both look good.
