I was made the administrator for a site and I followed the instructions however I am not able to post a blog or manage the site. It lists me as a follower. I need help. thanks

If you are listed as a follower on that site, indeed you will not be able to actually do anything but read the site.
You will need to contact the original owner/Administrator of the site to have them increase your user role to Admin. https://en.support.wordpress.com/user-roles/#changing-user-roles
If the intention was to have you take over the site from the original site owner/Admin, then they should transfer site ownership to you. https://en.support.wordpress.com/transferring-a-site-to-another-wordpress-com-account/

Neither the old owner (that’s me), or the new owner can access the site to make posts or assign positions. We both view it as anyone else who Follows the Blog.

P.S. the link you provided does not connect me to the Palm Cove Women’s Club Blog. This looks like a mistake. The URL for our Blog is http://www.neveroutofink.wordpress.com, not what you have referenced.

@palmcovewomensclub – there are no www in any WordPressdotcom site addresses. If you click on your link, you will see that the address redirects to a non-www address.
The link that @rootjosh (who is Staff here) gave you leads you to the WP Classic Dashboard for your above site. https://neveroutofinkcom.wordpress.com/wp-admin/
Again please, what happens when you click on that link? If you have Admin privileges for that site, you should see the Dashboard, which looks similar to this temporary screenshot. If you don’t see that, what do you see?
