What is the best workflow for making theme changes (new theme with navigation changes) without disrupting a current wordpress site and making sure all recent content edits (daily) during development period (a few weeks) are maintained when ready to implement changes? This is in regards to a relatively small site but would greatly appreciate feedback/opinions on what the most seamless workflow is.

Here's the situation. The answers for free hosted WordPress.com blogs are different form the answers for self hosted WordPress.org installs. So until you post an active link starting with http:// to the specific blog in question we are not able provide an answer.

Yes you are in the wrong forum if this is a question pertaining to a WordPress.org install. You will have to post to http://wordpress.org/support/ as the two are completely separate and the answers are not the same.
