I’m trying to set up a new website for my school’s band but we get a new credit card each year. Is there a different, easier process than just registering a new card each year? Will we be able to do this without ‘raising flags’ and having our website suspended until we explain ourselves or something?

Every WordPress.COM site has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
If you do not have the required access you need to contact the person who registered the account and site under it and have them transfer the sites to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
The owner of the site can transfer the site (and/or upgrades) to another account by adding another username account as an Admin. https://en.support.wordpress.com/user-roles/#administrator

When a new card is issued, your payment information be updated using these steps:
Card details can be updated at any time but we will also notify you by email when your upgrades are due for renewal.
Will we be able to do this without ‘raising flags’ and having our website suspended
Updating your card details won’t suspend your site, but if you run into any problems, you’re welcome to get in touch.
