Not here you can’t.
No such thing is allowed.
Aside from acceptance into the WordAds program for blogs on their own domain, no blogger initiated advertising is allowed on free hosted WordPress.com blogs and there is no upgrade you can purchase that changes that. Please read this http://en.support.wordpress.com/advertising/
oh so even if i upgrade i cant use my blog to make money
You can get a domain and apply for WordAds and that’s all you can do.
There is only one advertising program called WordAds at WordPress.com and it’s for blogs on their own domains. Aside from a blog being accepted into WordAds http://www.wordads.co/ no blogger initiated advertising, retailing or reselling the work or products created or services provided by anyone other than yourself is allowed on free hosted wordpress.com blogs. E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by WordPress.com. Paid content and/or sponsored content is not allowed.
On free hosted WordPress.com blog we can use a contact form and/or a PayPal donation button for sale of only products or services created or provided by ourselves.
There is no upgrade you can purchase from WordPress.com that changes any of that. If you do require an ecommerce site, advertising, affiliate links, paid or sponsored content you can hire a web host and get a free software install from http://wordpress.org

Well, that depends.
1) how good are you at blogging? Given there are hundreds of millions of blogs online, you’d better be pretty good at attracting an audience if you want to make a living blogging. Anything under a thousand views a day is not even worth the bother of attempting to monetize.
2) do you write well enough for someone to pay you to do it? If so, you can be hired to blog for other people.
3) if you make your own product or sell your own services, such as hand-made clothing, art, or consulting services, you can use WordPress to sell it, although ecommerce functionality is stripped out here and you can basically use the Paypal donation button and do mail order.
4) if you ONLY started blogging to make money, stop now. Save time. You’ll make more with a paper route.
