Can't get blog menu tabs set up

I can’t get the tabs to appear even after I follow the instructions on how to do it. I’ve looked at the tutorials and Support. I create the menu and save it. The menus that I’ve set up appear in the menus section of the Appearance section as part of the Edit process, but they don’t show up on the actual blog home page. I happen to be using WordPress Twenty Ten as a template, and I’m trying to do exactly what one of the tutorials shows, i.e. a number of menu tabs arranged horizontally at the bottom of the header image. Would be immensely grateful for help. Thanks.

Seemed like was more turn-key for the non-techies among us.
