Cant register WP BLOG URL

Help! When I go to set up a Word press blog, I can enter a title in the field, but
the field to create a WP blog URL won’t activate. That means I can’t create my blog!
I’ve rebooted and cleared cookies. Is this a site issue? I have allowed pop-ups.

Once a blog name has been used it is never recycled http://faq.wordpress.com/2006/05/07/recycling-blog-names/

Are you building a blog here at WordPress.com, or building a blog elsewhere using WordPress software? Because those are two different things.
