Comment option below post?
I for the life of me can’t find where to activate the comments, so that visitors will see a comments bubble below each post. OR for that matter, the categories it’s filed under. As it is, there is only on below the most recent post. How do I change this?!

The comments will never show on the main page of the blog. The only show on the “single-post” page, and that you access by either clicking on the “no comments” link at the bottom of the post, or by clicking on the post title.
@tsp: No, he means the “no comments” tab itself isn’t displayed – I didn’t expect that either, and was surprised to see it.
@jeroenn: I’m afraid it’s a quirk of the theme you’re using. I switched my test blog to Emire and got the same result. If you don’t want to abandon this theme, the only solution is setting the number of posts per page to 1 (in Settings>Reading).
Whoa, I need to wake up or have more coffee – or both.
That’s bizarre. The no comments appears on the first post, but not on subsequent posts. I never noticed that about that theme.
Yeah, I hadn’t noticed that either. Maybe the one who should have had more coffee and/or woken up is the designer of Emire…
Or more sleep.
To the OP, my suggestion would be to send this into staff and see if they will modify the theme to put the metadata, or at the very least the comment link at the bottom of the 2nd through nth posts. I think it is a reasonable request and would not be deviating from the original design really, just making it much more usable.
