If you are asking: “Can I divert all my commebts from displaying below all my pages and posts the way all blog themes are designed to display tham and have them only appear on a single static page instead?” the answer is no. If you want to have a testimonial page you can create a static page for that purpose.
If you are asking: “Can I enable or disable comments on some posts and pages but not on other posts and pages?” the answer is yes. This page > Settings > Discussion Discussion settings is where you set up defaults for comments.
We can also override the default settings and enable or disable future comments on any post or page.
Depending on the theme we use when we close comments a phrase like “comments closed” or a similar phrase may appear and if so, it can only be removed by CSS editing after purchasing a custom design upgrade.
