We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org. http://support.wordpress.com/plugins
If you require plugins, you will need to use a self-hosted (WordPress.org) installation. You can learn more about the differences at http://support.wordpress.com/com-vs-org/.
