I realize now that we cannot upload any new widgets (like the constant contact sign up widget) to wordpress.com. We would have to be using wordpress.org. Is there any way to get around this? I mean I have constant contact and a nice list of client emails. Is there no may to merge these two so that they are integrated and work together? Even if there were a way to type in html code to the page or sidebar…is there not a way to add a sign up form that will directly input new contact into constant contact account/email list?

Yes you can use constant contact on a WordPress>ORG install.
You can create and post a contact form on a free hosted WordPress.com blog and clearly state it is for the purpose of capturing email addresses. Then readers who wish to submit their email addresses can do that. http://en.support.wordpress.com/contact-form/
