Is there a way on WP.com to get a contact form that users can fill out to send an email to the blog author?
Not at present. You’ll just have to be content with comments.
If you have access to your own website, you could put a link on the blog to your contact form like this:

If you use the Blix 0.9.1 theme,you’ll have a contact form.
I know i have one.
So choose that theme,then go to make a new page,then choose Page Template,drop down and choose contact.

Thanks. I was able to set up contact form by changing my theme to Blix 0.91 theme. Now, I wanna know how can I edit it. I mean I want to change the text field or if I wanna add some. How should I get it’s code to edit html?
Also, why the same option is not available in other themes.
You cannot edit your theme. This is clearly explained in the FAQ’s and it is for security reasons because we are all blogging on a shared platform. That means that anything one of us altered would affect everyone else. So what you see is what you get – period – no if’s, not ands, not buts. As for why the other themes do not have contact forms this is strictly up to their designers. Every wordpress theme that is available on wordpress.org must be rewritten for wordpress.com as we operate on a different code. I’m sorry if you are disappointed with the form but the way it is – is the way it’s gonna be.:)
The Blix theme includes a Contact Form done by the theme designer. (In WordPress lingo, it’s called a Page Template) Most of the other themes do not have these.
