Converting existing site to WordPress

I have an existing website that I want to convert to a WordPress blog. It may take me several months to do the conversion. How can I establish a WordPress site that is not available to the public, but which can be made available once the conversion is finished?
The blog I need help with is jbstar.wordpress.com.
