Creating Tooltips on Hover

My blog is about various natural places to visit. I would like to add a map image of my state with the various counties and then, upon hovering over a particular county, a list pops up with the places to visit in that county. I’ve been searching for a way to do this, which is difficult when I’m not even sure what to call it. This link seems to describe what I am looking for and is customizable (http://simplemaps.com/docs/state-county-map). However, it involves javascript and would be added to WordPress via a plugin which it is my understanding can only be done with .org blogs and I am a .com blog. First question, is there a way for me to do what I described for my wordpress.com blog? Second, I don’t know anything about hosting, etc, so is it easy/worth it to switch to wordpress.org so that I can add my map?

The blog I need help with is wisconsinstatenaturalareas.com.

No. We have no FTP access and we bloggers cannot install plugins. There is no upgrade that will provide that capability.

Many will say self hosting is easy but I disagree. Unless or until one is adept at wordpress.COM blogging I do not recommend self hosting simply because there is no Staff backup. You are on your own. One rotten plugin can bring down your whole site. At wordpress.COM all there is is a peer support forum and and free software. You have tor be prepared to read the support docs there ie. the codex and search all related threads prior to posting a new one, and then accept the fact that your thread may never receive an answer.

This guide will explain how to move your WordPress.com site to another hosting platform:

Edit: At wordpress.COM was meant to be At wordpress.ORG

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/

If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
    Resetting your WordPress.ORG password http://codex.wordpress.org/Resetting_Your_Password
WordPress.org support docs are at https://codex.wordpress.org/Main_Page
