Does the wordpress “Tools/export” function save information for **completely** reconstructing the site, including all custom theme information and settings, tweaks, php, html, css code, images, etc? Or is it just saving the ‘basic information’ like the text or html of posts and pages?
The description would lead me to believe the latter. If that is right, how do I truly backup everything about the site?
No. If you want to move your posts, comments, and media to another site, you can export those. What an XML file contains is your blog content only. The rest of what you list above is not exportable as WordPress.com and WordPress.org run on different software.
Thanks for this answer. Just to be clear, I am using WordPress.org to power a site hosted elsewhere. In that case, how would I go about doing a complete backup of everything (html, css, php, settings, etc), from which I could recreate the site if need be? Thanks, Chris

This is the correct forum for your software http://wordpress.ORG/support/ If you have not registered a WordPress.org username account yet you can do so on the top right hand corner of the page I just linked to so you can post to those support forums.
