Does wordpress.com Business support plug-ins?

If I upgrade to wordpress.com Business, will it enable me to use plug-ins. Or are plug-ins only compatible with wordpress.org sites?

Other wise, blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
