Downgrading from Premium to Basic
I am interested in upgrading my site from a basic to premium version, but I am worried about what will happen to the site, if at some point, I choose to not continue with the premium. We are an NGO and can’t guarantee how long we will have extra funding to do this.
With the premium, I will have access to new themes. If I change my theme, but then have to downgrade at some point, what will happen to my site? Will the theme change? Will the content get jumbled or lost?

Once you downgrade to the Personal plan, you become unable to use premium themes. If you want to keep using them, you have to purchase them. You can get to know more about Premium themes through here: https://en.support.wordpress.com/premium-themes/.
When it comes to your site contents, you don’t need to worry. You won’t lose your site contents even after downgrading.

The Premium plan includes unlimited access to Premium themes. If you are using a premium theme and decide to downgrade, your site will switch to a free theme. However, you can activate a free theme at any time and customise it before you downgrade. That way, everything will be set up as you want it :)
Will the content get jumbled or lost?
Downgrading won’t remove any posts or pages from your site. The only thing you will need to consider is that the Free plan has 3GB of storage space — which is less than the 13GB included in the Premium plan.
