Error in media names (titles) in non Latin languages

    I’ve been uploading images and media files for years now, and always the title of the image was the name of the file, for example ‘σχολείο.jpg’ (school.jpg) was uploaded as ‘σχολείο’.
    But for the last days recently this has been changed and I see ‘percentage links’ instead of real names.
    I see this in the title of my media file.

    I’m talking non Latin languages here.
