If you’d like to invite others to publish posts or help approve comments on your blog, you can invite them to be a Contributor, Editor, or Author. If you want users to receive updates each time you publish new content you can invite them to be a follower/viewer.

Yes. Anyone connected to the internet can read any public blog.

If you intend to make the blog private then note:
I would like my blog to be visible only to users I choose – Select this option to create a private blog. If you want others to be able to view your private blog (and add comments, if you’ve enabled them) you’ll need to invite them to be a viewer.
OK. And if I invite them to be a viewer, the invitation ask them to sign up.
