How can I fix my email notification so that I can once again receive them?
I’m not receiving email notifications. I used to receive emails of the posts I published immediately after posting them. I am no longer receiving them. I’ve checked my Spam folder and there is nothing there from wordpress. When I go to Settings on my Dashboard, there is no “Discussion” option, nor is there a “General” option.

Are you logged in under the username account that registered the blog in question?
if so go to screen options http://en.support.wordpress.com/screen-options/ and include the Post and page modules.

You have two separate email address settings at WordPress.com.
Blog notifications for the admin (like comment moderation, Likes, new subscriptions, etc) are sent to the email address at Settings -> General in the Dashboard.
Personal notifications (like comments on your post, subscription emails, and upgrade renewals) are sent to the email address at Users -> Personal Settings in the Dashboard.

Thank you so much! I am not the person who set up this account/blog, but he gave me permission to make posts over a year ago. I will forward your reply to him. And just very recently, he gave me permission to edit everything on the blog…
When I go to “Settings” in the Dashboard, the only options/buttons are “Sharing” and “Polls”. There is no “General”
When I go to your last suggestion: “re: freuency of receipt of posts from blogs…” I see my blog but I am unable to change the frequency… first it was stuck on “never” and the next time I looked, there was no boxes by the blog.
