How do I change the favicon?

Hello,
I put the 16×16 image in my media library. Then I went to the css stylesheet and added
<link rel=”icon”
type=”image/x-icon”
href=”favicon.ico” />How come it doesn’t change the favicon? Thanks in advance.

It also doesn’t appear top left corner of my tab, there’s a dotted square box. It does appear beside my user name in the wordpress navigation bar up top.
I clearly see it using Firefox 18. You need to clear your browser cache and cookies http://www.google.com/support/accounts/bin/answer.py?hl=en&answer=32050
If that doesn’t help then If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.
