How do I get image to display at the size I specify in the HtML?

This post http://leisureguy.wordpress.com/2012/03/27/encouraging-instant-gratification/ has a large image. Initially the width was at 470 (despite my specifying a 680 width in the image dialogue: I’m using The Journalist v. 1.9 theme). The image height was properly prorated and changed as well.
Despite the HTML, the image is still displayed with a 470 width, which makes small type difficult if not impossible to read. How do I get the image to display at the dimensions specified in the HTML?
