how do I remove categories?

I can’t figure out how to remove categories or reorganize them.
I just added a “Finland” category, and then realized I want to add a parent “Countries” category to put it in. But I can’t figure out how to move the Finland one into the new Countries one, or get rid of the old Finland category and make a new one inside Countries.
So, how do I remove an unwanted category, and how do I move a category into a new parent? If I can of course.

Edit the Finland category and set its parent as “Countries.”
