May I remove the ‘Blog at WordPress.com’ credit in my site’s footer?
Although the Custom Design Upgrade certainly grants you the capability to hide the credit from your site’s footer, you are not permitted to do so. Even our VIP bloggers are required to maintain the credit. http://en.support.wordpress.com/custom-design/#frequently-asked-questions

On the bottom of your Admin page you will find a link to the Learn WordPress.com blogging Tutorial prepared by Staff. http://learn.wordpress.com/ The support documentation is all found at the Support link http://en.support.wordpress.com which is also on the bottom of your Admin page. The search box at the support link provides results from both forum threads and support documentation and I used it to find the answer to your question
Technically, there IS a way to get rid of the smiley face, but if you do that you will not get any stats.
My footer has my blog name and a tagline, where do I go to change that tagline?

To change the blog name and tagline, go to Settings->General.

Ok, does it only work with the theme you use, because i tried it on my theme and it didnt work…
Yes, that is how THAT theme works.
So if I see a footer that says Powered by WordPress without a theme name and designer, is that an indication that the blogger is using WordPress software on his/her own server and not WordPress.com?
