How to change the admin responsible for payment?
I maintain my town’s education foundation wordpress.com website. Our website has 3 administrators but the other two are no longer associated with our organization. The other two admins initially paid for upgrades, but now they do not want to be on the hook for annual payments. I would like to take over the payments (and have access to the payment options from my wordpress account). Is this possible?
If it’s not possible, are there any other solutions?

You need to transfer BOTH the blog and the updates
Really? It seems like the instructions in the link you provided are about tranferring the upgrades to a different blog, not a different admin of the same blog. Am I misreading?
You might be right – but there have been some folks that transferred the blog and I thought they had to do the upgrades separately – so transfer the blog and see if the upgrade payment follows – maybe they changed something or I missed something

I can help transfer the blog’s upgrades to another user on the blog. I can also help transfer ownership of the blog, if the blog owner wants to transfer that, too.
I’ll need the owner of the blog to confirm the request to transfer ownership of the blog and any upgrades they own, and let me know the username to transfer them to.
I’ll also need the owner of any other upgrades (ones not owned by the blog owner) to request that those be transferred, too.
Both of those blog/upgrade owners can reply directly to this support thread to confirm that request, or they can contact us directly. You can also check to see who owns each upgrade (next to “Purchased by” under the upgrade name) under Store > My Upgrades in the blog’s dashboard:

Is that a field that only staff can see?
I have two upgrades that I did not buy and even they just show a “Billed to” (me) in the Billing History so even the billing history does not show who paid for something near as I can see
@auxclass – It isn’t a field that only staff can see, but it isn’t always visible. As I understand it, the “Purchased by” text will only be displayed if there are multiple administrators on a blog (to clarify which administrator owns the upgrade).
OK – thanks – guess I will need to add another Admin to see the field – but that still leaves two upgrades on a test site that were not purchased by me with no indications of where they came from (I do know where, but no indication) – and there is an “Enable Auto-Renew” button so I could renew the upgrade if I want so the upgrade would not crash
The “Purchased by” will make this whole mess of hide the renewal thing easier – nice addition
