How to create wordpress blog ?

I want to create a new WordPress blog. I already have a site but want a new one dedicated to a specific topic. I am looking all over my dashboard and at the main WordPress page to no avail. Can anyone help.

The blog I need help with is vidrebel.wordpress.com.

That took me to a registration for school. I am not trying to go to a school.

I am trying to open a second WordPress blog.

When I click on the link timethief gave you, I get this page:

Nowhere does it say something about registering for a new school.
What are you talking about? Or are you not seeing the same thing?

You have to buy a domain name, hire a web hosting company, install and configure the wordpress.ORG software on that web host and then export your content from here and import it into the new self-hosted site. In the US, that will typically cost you between $10 and $25 per month all expenses considered, but that can vary depending on your requirements.
