How to make posts "sticky" relative to their category, not the overall blog

I am maintaining a blog for a community of learners and currently have my Main Menu set up by according to my post categories.

For two of my categories, I would like them to function like Pages in that I would like my initial post to remain featured at the top when you navigate to that category. I know I can do this by just switching the content to a page, but I would like community members on my blog to be able to post additional content, not just “comment” on content.

I understand you can’t display posts in chronological order, but can you make a post “sticky” so it shows up ONLY at the top of it’s Category but not on the home page?

The blog I need help with is

No. We can make individual posts “sticky” and they will appear on the top of the main page for posts. We cannot stick them to the top of dynamic Categories or Tags pages which are generated by the software on the fly.
