  There is a blog URL that i would like to use
  illuminate.wordpress.com

  the user hasn’t updated it in 8 years. Can wordpress remove them?

  The blog I need help with is: (visible only to logged in users)

  The person that own that account will have to give it to you, otherwise no.

  You can use the comment box on that site to contact the site owner and see if they will transfer the site to you. Staff will not transfer it to you.
