Identifying theme of website to use
The Oshin Child Theme theme on the site you provided the link for is NOT a wordpress.COM theme, and cannot be used on any wordpress.COM hosted site.
The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
upload any third party themes,
create child themes,
create our own themes,
create own own layouts,
or use stylesheets from other themes.
There is no FTP access to any wordpress.com sites. See:
Themes »Uploading Custom Themes
If you wish to use that theme See: Moving to Self-Hosted WordPress
P.S. Also be keenly aware that you cannot transfer any theme from https://wordpress.com/themes/ which is licensed and adapted to run on WordPress.COM software to a WordPress.ORG site, and visa versa. The two run on different software and have different versions of themes with the same names. Read the differences here http://en.support.wordpress.com/com-vs-org/
Every WordPress.COM theme has a detailed theme description page and this one is at https://wordpress.com/themes/gateway/ That’s where set up instructions for it are found. Make sure you read it closely. The live demo site is at https://gatewaydemo.wordpress.com/
