index php page

I have the Premium Traction Theme http://recordsfacts.wordpress.com/
My question if there is a easy way to insert this code in my index php page:
<div class=”comment-number clear”>
<span>#comments”><?php comments_number( __( ‘No Comments Yet’, ‘traction’ ), __( ‘1 Comment’, ‘traction’ ), __( ‘% Comments’, ‘traction’ )); ?></span>
<?php if ( ‘open’ == $post->comment_status) : ?>
#respond” title=”<?php _e( ‘Post a comment’, ‘traction’ ); ?>”> <?php _e( ‘Post a comment’, ‘traction’ ); ?>
<?php endif; ?>
</div><!–end comment-number–>It has to do with the “leave a comments” button on the homepage what´s missing in the Traction Theme.
Can it be done through the dashboard or through a third partry like an ftp.
Please will someone help me out, and explain this very easy how to pull this together.

Premium theme or not, we cannot edit the underlying theme PHP script files here at wordpress.COM because this is a multi-user platform which means we all share the same underlying theme and wordpress files. Any change by one person would change it for everyone using that theme.
