The only themes we can use on free hosted WordPress.com blogs are found here > Appearance > Themes and there are 200 of them

There is no FTP access to free hosted WordPress.COM blogs and we cannot install plugins, upload third-party themes or edit templates or themes. Those found on the internet are for WordPress.ORG installs which run on different software.

To use a third party theme you will have to hire a web host and set up a self hosted WordPress.org install.

Sure. You’re looking for something that does not exist. You cannot ‘install’ themes purchased somewhere else. You can only select (or manage) the 200 or so themes in the library.
I already purchased an outside theme and now trying to find a way to upload this theme.
You cannot upload any third party theme into a free hosted WordPress.com blog. They can only be used on WordPress.org self hosted installs.
You either request a refund for it and use one of the over 200 themes found here > http://theme.wordpress.com/ on your free hosted WordPress.com blog.
Or you hire a web hosted and set up a WordPress.org install and use the theme on it. http://support.wordpress.com/com-vs-org/
Well, that doesn’t change the way WP.com works. Ask for your money back.
