I know that I can not have plugins for security reasons on wordpress.com, they’re only avaialble for wordpress.org. However does that mean that my .com blog is secure? Can it still be hacked? How can I make it secure within the confines of what I can do with a worpress.com blog? Thank you for your help and guidance.

In general, no, your blog cannot be hacked. We have some very strong security protocols in place which we monitor every day.
However, your password will always be the weakest link, so make sure that you have a strong one on both your WordPress.com account and email address (as your email address is used to reset your password if need be).
