Japanese and UTF-8

I am starting a blog that will be in both English and Japanese. The Japanese characters are so far displaying as question marks. I read another support thread about changing the encoding to UTF-8. I checked, and mine was already set to UTF-8. I also checked the config file, and that was set as UTF-8 too.

    Any help?
