The comments will appear when you are viewing a single post. When you are looking at an individual post, you can scroll down and make a reply.
When you look at your front / home / blog page, with several posts then you will see “comments 5.” The reader can click on the “comment 5” or the title of the post to read other comments or add a comment.
Note that even if you were to set your home page to display only 1 post, the same system would apply.
You can’t change that on a wp.com blog: it is built into each theme;s function.
