We do have an advertising program called WordAds, which you can apply for at http://en.wordpress.com/apply-for-wordads/
If you require other advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities.

User advertising is, except for a couple very narrow exceptions, not allowed on wordpress.COM. For the exceptions, see the last sentence under “Affiliate marketing blogs” in the bottom set of bullet points in the “types of blogs” link below.
There will be a new WordAd feature coming in the first part of 2012 for qualified sites here. It does not allow you to pick or place your own ads though.

I applied for WordAd more than 6 weeks ago and I still haven’t heard from them… I don’t even know if they refused my blog or just if they haven’t checked it yet..
How long does it take usually?

Hey, I’ve been trying to find out more about WordAd, but it’s been tough. Could you guys tell me if my blog would even have a shot at being considered? Because I always thought that since my blog has pictures of various characters, like say Batman, it couldn’t count due to copyright problems. I know first I’d have to get a domain, but I wanted to first know if my blog had a shot.
When will WordPress let users know if they have been accepted or not especially if they paid WordPress for a domain name?
NEVER buy an upgrade hoping to get into this program. I’m in it, have been since the start, and don’t think I’ve earned $20.
Staff will let you know when the answer is yes. In my experience, they don’t let you know, ever, if the answer is no.
