Go to store > my upgrades in your dashboard and you can request a refund there.

One other thing to note is that wordpress.ORG does not host websites. That is the wordpress software distribution and support site. To self-host a blog, you will have to get a domain name, hire a web host (godaddy, bluehost, etc.) and install and configure the wordpress software from .ORG. Figure an average monthly cost, all things considered of $10 to $25 depending on your requirements.

But that bundle is not available at WordPress.org. I suggest you talk to staff directly about how to do this, because you WILL want to hang on to that domain name and not free it up, where it will go into limbo for awhile and then anyone can buy it.
