  Hello @justacitizenmt
  Since your site/blog is public, there is no block a particular user from accessing your site/blog.

  What you can do is private your site and invite only certain users to view your private site.

  Also, you can restrict users from commenting on your blog by disabling comments completely, allowing only registered WordPress.COM users to comment or enable comment moderation so that only comments you approve will appear on the site.
