More Tag is not generating a link on home page

That’s the way themes that display excerpts usually work. The read-more tag is designed to work when the theme normally displays full posts.
justpi is correct here. If you want the “continue reading” link to appear, you should not use the “More” tag.
So if you want to have the break occur at a point before the excerpt break occurs, you lose your link? That does not make much sense to me.
If I converted to a different theme that did not support excerpts, would the existing more tags then show the link?
This is standard behavior for themes that display excerpts on the home page. For those that show entire posts, the More tag functions as you expect it to.
For example, you might try the Newsworthy theme to see how it works.
We are already planning to convert our blogs to Twenty Ten, but I wanted to put the More tags in before we converted so the home page would look like it does now under Fresh and Clean. So I want to make sure that the more tags would work correctly post conversion. Especially since Fresh and Clean is no longer supported and is no longer on the list of themes, so there’s no going back.

That’s not correct: F&C is “retired”. Retired means no longer available on new blogs, but still available on blogs created before the theme was retired. If you switch to a different theme on a blog that is currently using F&C, you can freely switch back to F&C.

Just a followup, I added the more tags, change to the Twenty Ten theme, and the more tags are working correctly.
