Your local website is setup with WordPress? If so, you can move the data into WordPress.com by using the Tools → Import option on your new WordPress.com blog. However, note that in order for images to be imported, the site you are importing on must be available publicly so that the WordPress.com server can access the image files. If the images files are not publicly accessible at the time of import, they will not be pulled over.

At WordPress.com, we do not offer an option for you to install a custom theme such as one you may have created with a tool like Webmatrix. If you would like full access to code and the ability to install custom themes, you should be using a self-hosted WordPress.org install instead.

See http://support.wordpress.com/com-vs-org/ to learn about the differences. We have posted hosting recommendations at http://get.wp.com/hosting/ if you are interested.
