Multiple pics in one header img?

I am fairly new and was trying to figure out how in the world people make a image file that has multiple picture in it. I am thinking there most be a program(s) that must use tables and each table is made into a picture then the table is saved/exported somehow to a single gif, jpg, png file.
It’s easy enought to open the theme editor and replace an others header file but to clarify how in the world do they put multiple photos in that single header.gif etc…
Especialy helpful if you don’t tel me it’s a program that costs 1,000 bucks…;0)

I do it with copying and pasting within MS Paint myself. Just select the image that you want in one image, copy it to your clipboard and paste it into your second image.

You could use Gimp, an advanced Photoshop-like photo application which is great. It is free and open-source. It is available for Windows, Mac OS X, and Linux/Unix. There is more than plenty documentation available on the Net.

I use photoshop. Can combine multiple images and text and effects as I want them and make sure the image I create is within the size restrictions for the template I select. Eg. I think the template I have used on a blog is 795pixels by 150pixels.
