I have the Blog Followers button on my page and it says I have 11,000+ people following my blog, but I have no emails. I can’t even see (statistically) who’s all following me out of that number. I put this widget in place to establish a way to collect emails.
Can someone give me assistants with this? Where are the emails being stored? Is this just a cool button with no tracking of information?

The email addresses of your subscribers are not made public to you, in order to protect their privacy.
However, if you’d like to collect names, email addresses, or other data for your own e-mail list, you can use a Contact Form: https://en.support.wordpress.com/contact-form/Happy blogging!

That seems so counter intuitive to a subscribers list. In fact it’s an incredibly huge hinderence to the marketing of my blog. Are all of the blog themes limited in this way? -

One of the biggest issues with my problem is that my blog does not give me access to plugins without paying a fee. Are all of the word press seems setup this way. I see so many tutorial videos about the importance of plugins yet I have no access to them. Can I change my blogs theme so that I can get free access to install plugins?

WordPress.com doesn’t support installation of plugins. On the other hand, WordPress.org is a self-hosted WordPress solution where you can install any plugins you’d like.
