I would really like to make a blog about cooking, and i want to call it mood4food.wordpress.com, but it says its taken. But when i try to enter that page, but it does not exist. Is it possible to get the name, since its not existing?

When we register a username account the matching blog is reserved for our future use. It cannot be obtained by anyone other than the person who has registered the matching username account.This username account was registered 7 years ago and that blog URL is reserved for that username account https://en.forums.wordpress.com/profile/mood4food. That is why you cannot register it.
If and only if you have registered the matching username account log out, clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies. Then log in under the correct username account and as the blog is reserved for you and you will register it after logging in under the correct username account.
However, if you changed your username then the blog URL will not be available for use under the new username account.
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
