No More Installing 3rd Party Themes?

I recently bought a wordpress.com blog and mapped it to my domain.
I have a third party theme that I purchased but when I click appearance>themes all I am offered is to purchase themes or use the free ones.
There is no ‘Install Theme’ anymore. Every tutorial I have seen on the web shows ‘Install Theme’ button.
Also, where the heck did plugins go?
The blog I need help with is opxa.co.
You have been wasting your time watching the wrong tutorials.
WordPress.com blogs have never allowed the use of third party themes. Get your money back.

You’re right, I deserve it. I literally never knew that. My fault.
Everyone gets that confused at first. We just used to have a forum filtering system that would pre-empt a lot of those questions.
