Is there some way that I can copy my site so that I can change the theme, and not make it public yet, While i rearange stuff?

See option 3 here to change your blog visibility setting to private > http://en.support.wordpress.com/settings/privacy-settings/
Dashboard > Settings> Reading

However, I recommend that every blogger registers a test blog, set up as a mirror blog with the blog visibility set to “private” and use it for exactly this purpose.
