Plugins for Constant Contact

Do you need to have a premium wordpress blog to upload plugins? I.e. if your website is a “xyz.wordpress.com” website, are plugins unavailable, because I can’t find the plugin directory. I would like to add the constant contact plugin to my blog site.
The blog I need help with is: (visible only to logged in users)

I’m sorry but the constant contact form cannot be used on free hosted WordPress.com blogs. Refer to accepted codes http://en.support.wordpress.com/code/ and note all blogger initiated JavaScript and iframes codes are stripped for security reasons.

There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.
