This is a peer support forum where Volunteers and Staff work cooperatively to deliver WordPress.com support. There is no phone support here and we Volunteers do not provide support by email. Volunteers answer the majority of questions posted into forum threads and Staff monitor. When Volunteers cannot provide the required support we flag threads for Staff attention.
I’d be happy to answer your WordPress.COM questions right here in this thread. Please simply post exactly what you need help with into this thread, knowing there’s rarely ever a question posted here that has not already been asked and answered.

So I want to down load one of these templates
and upload to this URL:

I do not have a premium account? Is this required to use a template?

Themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:

So what I am trying to accomplish is to build a crowdfunding site.
Ignore the contest part, but the technical development specifications required for the contest is what I need.

When equity crowdfunding becomes legal for unaccredited investors becomes legal in June 2104, there are going to be thousand of people who are going to want the same thing. Like magazines, every vertical industry will be served by up to 15 to 20 vertical crowdfunding platforms.
Multiple that by the number of SIC codes and you will see why it would wise to offer this as a premium service. -
that is the reason I wanted to talk to a person and tell them everything I need. Should I do all of that here? The problem is that I dont want to publish all of the stuff I want in a public forum.

There is absolutely zero possibility that you will be able to build a functional crowdfunding site on WordPress.com. For security reasons, a great deal of the necessary code for those functions is stripped out here.
You should hire a competent WordPress consultant and buy hosting and use software from WordPress.ORG.

As rain said, what you want to do is not possible here given our coding restrictions.
This is a job for the standalone version of the WordPress program.

justjennifer and raincoaster have given you wise advice. What you want is a self-hosted site using WordPress.org software. And I would encourage you to take raincoaster’s advice and look into hiring someone to help create the site for you. I think in the long run, you will be much happier.
