I’m not able to find any discussions on whether a recipe widget or plugin exists; I would like to add a section on my site to pull in existing recipes from other sites (and give them credit) and enable users to upload their own recipes. Does anyone know if this exists? Thanks!

We have no such widgets and there is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins into them. Those found on the internet are for WordPress.ORG installs which run on different software.
You can create a static page and post a contact form on it. Above the contact form shortcode you can invite readers to submit recipes. The result will be all of the recipes posted will arrive in your email box and you can choose to copy and paste them into post and publish them.
If you wish you can invite readers/followers to be come contributors to your blog.

Just to be clear on this RSS widget cannot be used anywhere other than in sidebars and footer or other widgets areas. They cannot be used to autofill posts or pages with content.
